I might be on the wrong track, but I always viewed expenses on education as an investment, whether at the individual level or nation wise. That a nation views spending money on those kids who want to learn and develop themselves in order to be more useful/productive/efficient at their best is pretty short sighted to my understanding. It appears there is a resentment about such people earning better than those who could not or did not want to put that extra effort to better themselves, thus even the government wants to get their investment/loan back and forget about the benefit derived from the higher level contributions of those trained people.
The US experience seems to indicate the short-sightedness of such considerations?
